Government problems, Sop draft for victims of traffic accidents with disabilities

The center proposed draft guidelines for the victims of the disabled -friendly ambulances, the priority evacuation of the wounded persons, the first trained intervention teams, the victims of traffic accidents that maintain accessible public transport and obstacles.
The standard operating procedure (SOP) prepared by the Strengthening Department of Disabled People (DEPWD) also integrates accident reporting databases with unique disability identity (UDID) system to provide real -time warnings and facilitated compensation requests. These draft instructions were published last month for the participation of the public.
In accordance with the 2014 directive of the Supreme Court, the draft has been formulated in accordance with the directive entrusting the government to Sops for road safety and post -traumatic maintenance.
Identity of disabled people (PWDs) caused by accident accidents forms a framework for identity, instant medical reaction, rehabilitation and long -term social integration.
According to Sop, all new and re -reinforced road and transport infrastructure, the Rights of the Disabled Persons (RPWD), 2016 and the relevant Indian Roads Congress (IRC) should comply with the codes.
This includes tactile sidewalk, ramps, accessible transitions, audio signals, low -storey buses and priority seating. The states and union regions will be asked to conduct regular accessibility inspections.
Guides also require “disability comprehensive regions” in areas with high PWD legs such as hospitals, rehabilitation centers and private schools, and require adaptation of public transport and application -based cabins to meet the standards of accessibility.
For emergency intervention, Sop foresees the education of the police, medical officers and good Samaritans to determine the symptoms of existing or acquired obstacles and to address the victims whose victims are the spine or limb injuries using alliance techniques.
While ambulances are required to have ramps and adjustable stretchers, they will be connected to the institutes of disability such as trauma centers, National Institutes (NIS) for Special Care and Composite Regional Centers (CRCs).
Post -Trauma maintenance plan includes physiotherapy, vocational therapy, vocational training and psychological counseling.
Victims will provide auxiliary devices such as prosthesis, wheelchairs and hearing aids through help to disabled people (ADIP) program and related government programs.
The draft for financial support directly directs the Regional Highway Security Committees to coordinate with the State Legal Services Authorities to provide compensation for the victims of accidents within the scope of Motor Vehicles Law. In addition, it requires states to work with India’s insurance regulation and development authority (IRDAI) to formulate insurance packages covering rehabilitation and auxiliary technologies.
In order to prevent abuse, the Sop requires the verification of disability certificates against the UDID database before operating compensation requests. In suspicious cases, victims can be re -examined by EMPANEL HOSPITALS.
The draft also requires the appointment of PWD liaison officers in state transport departments to monitor the annual training of the first intervention teams and health personnel, the accident data and the crime and the criminal monitoring networks and systems (CCTNS) and the accessibility attempts.
